If an enemy fleet puts itself on top of anomaly, I cannot attack them. I just get the error each time that I need a survey module to survey the anomaly.

I'll echo the praise, very solid. While some of this is contingent on the starting system and traits, I think a lot of it is just good general practice. Early policies, early techs, and early infrastructure.... there are a lot of decisions that can really boost your early game and you highlight a lot of them here.
Another way to use supply ships. Have a core world build a stardock, then just have that dock send supply ships to its own planet. As far as I can tell, your military and manu are completely separate (aka one does not consume from the other), so long term you are greatly increasing the manu available to a planet by feeding it supply from its own dock.

Additional Notes as I play The Starbase sensor boosts are pretty weak, I am barely able to see around a starbase even with perimeter sensors engaged. AI wise, the AI is not making good fleets, instead it just keeps throwing its ships at my colonies, desperately trying to siege them while my roaming fleet just picks them off one at a time. For context, I was a heavy player of Gal Civ II, and also played Gal Civ III for a while. I actually didn't have any build up of Gal Civ IV, just suddenly heard it was out (a great surprise for me).
