Bug Report - Arcean Starbases have poor combat stats

Reproducability: Just hover over any Arcean starbase

Arcean starbases have very weak combat stats compared to normal starbases, they have high defenses but almost no offense and hitpoints. Enemies are able to easily kill these starbases compared to normal ones. I am assuming this is a bug, as there is nothing in the Arcean description that suggests their starbases should be weaker.
