Reply to Neutral Alignment render all terraform tech useless? in Galactic Civilizations II Stardock Forums

People aren't quite saying it right, so I'll say it. If you choose Neutral as an alignment, you get access to all terraforming squares. This means that not only are they visible on the screen, but they are already upgraded (as if you did soil enhancement or habitat improvement, etc) and immediately available to build on. So, basically, there's no need to research the Soil Enhancement tree with Neutral.

OK, the planet has 3 factories on it and is giving me social production of 5 with the planet focused on social.

Inefficient Planets? How to fix? in Galactic Civilizations II GalCiv2 Forums

OK, so I colonized and there was a Class 26 planet (w00t!) and I am neutral alignment with +10% PQ (racial), so I have this sweet planet. I have 10 or so planets and the Class 35 planet was the 7th or 8th planet. I have 3 factories and production is focused on them and spending is at 80%, with 30% in social, then the planet is focused on social, but I'm only getting 5 or so social production. What gives? Do I need a higher form of government (I'm already a step above the starter government)?
