Oh the game is not but the "Stardock Game Launcher" is 32-bit that's why I cannot run a side program for the GCIII, any way to change the launcher?

Hello I got the game at steam and everytime I download it I got no choose of which BIT I like the game at, even due I want the game at 64-BIT it downloads at 32-BIT WHY? when the game exists in 32-BIT? I tried to google the issue/problem for several minutes but did not quite find any solutions or explation.
