I messed around some more tonight and found the firewall was blocking "C:\Program Files (x86)\Steam\steamapps\common\Galactic Civilizations IV\GalCiv4.exe" separately from the launcher for anyone having the problem in the future. The windows 11 firewall allow prompt may not pop up in rapid succession for different .exe's? Don't have the patience with windows 11 to find out right now as I work in IT...

Factions from workshop not showing in menu..Reinstalled, renamed local folders. Tried subbing from the in game overlay, it just goes to "synchronizing workshop items" and doesn't finish, zero disk usage after a second and waiting for minutes, I've even left it for an hour. The new game menu; the workshop button is greyed out. The mods get downloaded into the workshop folder in the steam program files, so I guess I could manually extract to the my games folder, but that isn't ideal. The mods I
