Newb Logistics Question in Galactic Civilizations II Stardock Forums

I'm playing Twilight of Anor and I'm in the game pretty far and all the sudden my Logistics drop to 0 and I can't create any fleets. I can't figure out why. My next research item for Logistics is Ulimate logistics. How do I fix this problem?
