I had this event (see screenshot). I'm supposed to see a +25% increase in morale, but I only saw a few points on each planet. How is this calculated?
I believe it is civ-wide. Might be factoring in some debuffs as well.
This is actually worthy of discussion because there's 25% points and 25%. In this case, 25% means that approval will go up 25% (not 25% points). So if you're approval is say 50%, then 25% would bring it to around 62%.
