Can you unmount a station to move it? If not, that should def be a feature.
When looking at the Galaxy screen what is the colored semi circle graphic left of the sector indicate?
Does civilian stats matter for a station or finding a new colony?

no, i dont think u can move starbases currently.
those colors represent the different civs that have planets in that sector. it basically shows you who is strongest/weakest in each sector. the colors corespond to each civ's default color.
not really... personally i like to have the citizens with the highest stats that i'm using for them. for example, when i play baratak i'm often using my citizens as workers and want the ones with the highest diligence to stay on the core worlds so they add more % production to my cores.
