Effect of precursor Manufacturing Ring?

I recently discovered this precursor space station in the middle of space at the tri-border between me, the Yor and another specie. I was wondering what is the impact of such structure?

When you have a starbase harvesting a precursor relic, it gives you a civilization wide bonus to whatever aspect that relic is.  Manufacturing gives you a bonus to all manufacturing, research gives bonus to all research, etc.  The bonus starts at +10% and can be increased from researching precursor relic techs.

The Relics are very powerful. I am getting +400% MFG, civ wide, from Relic bases with full precursor tech.

I am not sure they are all fully functional. Tool tips show the effects for MFG, Research and Economy. Culture and Approval bonuses are not identified on tool tips that I have seen.

Approval at least was working in a prior beta, but I think it got broke when Beta 4 dropped.  I know for a fact that Approval Relics  aren't working for me in my games, as I tested it by setting up a planet with max population that had less than 100% approval (so I knew the Approval couldn't change from population growth) and then hooking up an Approval Relic.  No change in approval in the slightest the next turn.

Before anyone asks, yes, I've already submitted a ticket regarding this. :)

Although the Empire-wide manufacturing power is cool, i was hoping that such superfactory would have been some sort of Star Forge. 

 

Basically a self-sustaining 100 manufacturing shipyard that could churn out preset spaceship designs.
