Making money with ad campaigns

I put two webmasters in the one state, which I used to place all my ads. Instead of simply reducing the cost to zero, they were costing me -15,000 dollars a week. I only noticed in the last turn so couldn't check it, but does that mean that I was earning money from TV ads?

Is that a bug, or was it intended?

I've checked this, and I've found that it is a very good money-earner. I was able to simply build a handful of full HQs (to build funds in the beginning), and then use their profits to run ads continuously, with each successive ad increasing my income. Extra webmasters just increased the profit from the ads. By the last turn I was earning nearly 2 million dollars a week. It makes winning every state very easy, especially with full stamina and charisma.

Unless this is an intentional thing (ie the result of increased donations from the ad), this should probably be fixed next build.

Haha yeah, that was snuffed out a few builds back...though it did make for some enjoyably crazy games.
