There's been a lot of discussion about that, if you want to search for it. Start with "tactical" as a keyword.
The word from the devs, AFAIK, is that they don't favor player-controlled tactical combat because it's too easy to exploit flaws in the AI. The game is more challenging for the player as a pure strategic game. It would also require more time and testing spent in areas apart from the main strategic game. Right now, we're getting great strategic AI because they're only focusing on that.
My personal feeling is that I wouldn't mind seeing tactical combat if it was done exceptionally well, and not just eye-candy. I don't miss land combat. This is a space-themed game, and to me, land combat is a separate genre that deserves its own full treatment, not something tacked onto a space game like this. I wouldn't want to see any space or land-based tactical combat added, if it reduced the quality of the strategic AI and other features on the main galaxy map.
Just my $.02 opinion.... I know others here would like to see this.
