Starbases as Carriers...

Ok, so here's an idea that just occured to me....
There have been a lot of people asking about having carriers to transport fighters across vast distances
There's also been a lot of discussion about traveling starbases
Now I realize that carriers would probably severely change the game, as would moving starbases. So what occured to me is why not have a little mix of the two.. How about a type of military starbase that moves.
But only under several conditions:
1. It must be constructed right next to one of your planets (within one move, and probably expensive as 'ell)
2. It would have no actual offense weapons of its own, only defensive ( although it would be able to have the modifiers to enhance its own fighters)
3. It would not actually house the fighters, just force it to fleet with them so it can be attacked (possibly with somethin' like double logistics capabilities and probably be able to repair its fleeted fighters at some rate)
4. Here's a big one... It would need to move extremely slowly... like one move every 2-4 turns (or somethin' like that)
5. (Optional)... Perhaps in order to keep it functioning at full capacity it would require some sort of refuel/retool every somany turns by some sort of freighter or capship...
6. (Optional) Make it visible to other civs at something like double or triple sensor range.
So what you'd have is a slowly rolling thunderstorm of enhanced fighters (maybe even cap the fighters at tiny to keep it fun). Enormous potential of power, but slow as all get out and in need of constant logistical support....
I can just imagine mortaging my civ as a last ditch effort to get one created and sending in stunt fighters to fleet with it as it slowly lumbers towards the enemies planets. The enemy sees it coming and ramps up military production... then they start sending in waves of frigates. Battles rage constantly around the base as it slowly creeps up on the opposition's planet. At the same time I'm trying to slip a supply ship past the enemy to keep the base running at capacity....
I dunno what anybody else thinks (I'd love to hear thoughts though!), but it sounds like a good rush to me
