Ships buying question in Twilight of the Arnor GalCiv2 Forums

When building a ship and you do not have the technolgy you have to buy it. Is it supposed to cost 10 times as much as the listed price? Is this a bug? Am i missing somthing? How do i change this? Lol thanks for any help
