Need help modding in Modding GalCiv2 Forums

Hi there I'm trying to mod some files and i understand how to do it but what i'm having trouble with is saving it into the mod folder and using it. Does the mod have to be saved as a .xml file? if so how do you save it to be an .xml? or what program should be used when modding?? And does any other files have to be saved with the modded file? I am modding files for DA v2.01 Thanks Vasily
