Sadly it seems right now starbases are bugged. I have downloaded your design, but like last time i can not see your starbase in the designer itself. So bascially right now, in term of starbases you are the only one who can see your own starbase in the designer.
Ah. First go into "option" then "gameply" then klick on "show all ship designs". After that save it and go into the designer. Launch the designer, klick "new design" Then you will see all the different design choices. Tiny, small and so on. Generally speaking the Iconian style parts have a lot of simmiliar sloped and looking parts and the ship in your picture. The Altarian parts could help too. When i would design this ship i would use Thalan parts as well. For the middle side section, either Terran parts, or mech parts. For the front down plate, the Slyne parts have some similiart parts.
