TRANSPARENT XP o/s??? in WinCustomize Talk WinCustomize Forums

I recently was shown a picture of the 98 operating system with a completely transparent foreground... i.e. start bar, win amp, and aim. I just wanted to know if there is an XP version of this... if not i would like to know how to use this on 98... please help! thanks
