One way to adjust the frustration with social production could be as simple (and complex) as adding another feature similar to focusing production on a planet. In addition to allowing players to increase 1 area at the expense of the other 2 types, let us sacrifice one to increase the other 2 as well. The new feature could reallocate spending based on current slider system, with an amount of loss/waste similar to or even greater than focusing has.

it could also be that the re-education center was completed by one race, then another conquered it through invasion, then you got it culturally. there was mention by the devs that galactic achivements bonuses were not transferring to the new race after a planet is taken over, maybe that happens with some of the super projects as well?

I have noticed that every time I send a fleet of constructors to upgrade a starbase with at least two ships, the last module will not be added. When 2 modules are left to be chosen, if I pick a module that requires additional funds (like battle stations or ultimate sensors) that after confirming I want to spend the money the stats window for the starbase will open, instead of the module selection screen, leaving the last constructor in space, next to the starbase. Personally, I generalize until I am done colonizing planets. Afterwards, I will have the smaller planets slowly build constructors and specialize my larger planets with at least one for each type. Having 3 for production if I manage to get enough, or 2 if one is class 18 or higher. One production will focus on wonders and the other on trade goods for social production, and crank out military craft, and frieghters as needed, to protect my planets.
