I'm new. How are things rated then if we as the people can't rate? For instance I noticed I put up a BootSkin and noticed it was already rated. I tried rating someone elses BootSkin and couldn't do it. If these are already pre-rated due to someone's seniority, and access level and NOT by someone's talent or what other people think of your work, then the rating system just sucks! Sorry, but true.
