Beta 4 Bug: Quarterly Report scroll bar disabled

If the Quarterly Report text is too big for the text box, you cannot scroll down because the scroll bar control is disabled.

I noticed this too. I also had problems scrolling through the planetary build queue when I had enough items stacked up that the scroll bar appeared.
