Beta 4 Question: What are little blue buttons next to Military/Social/Research?

What are the little blue buttons next to Military/Social/Research output displays (on colony window) supposed to do? When I press one, it seems to make that area (Mil, Soc or Res) a little bit more productive, and the other ones a little bit less productive. Could someone clarify exactly what these are for?

That may be the 'focus' feature Brad mentioned in the notes. Assumably it'll boost one aspect while stopping the others.
