BUG: Locking expendature cause more than a 100% total and game hangs.

The bug works this way I set my military production to 40% and locked it then I noticed that my reseach jumped from about 34% to 60% and my social was at 33% with my military set to 40% and locked. I was oh cool neat bug shrink my 100 week reseach project to about 12 weeks and i locked it at 60% but when i came to click on the military pad lock to set it back to normal 33% each i noticed that nothing was responding.
