How do I make an Alliance? I have researched the alliance technology but I see no option for it under the diplomacy screen?

The race you want to ally with needs it too, and you need to have close relations.

Yeah, if I'm about to goto war with a powerful civilization and I need a buddy to help I usually give the Civ I want to ally that tech if they don't have it. Then I butter them up with the green & some other goodies until they're "close." Then I make them an ally. Then attack!

You could just bribe one side to attack the other. That would be just as good.

I think they already have the technology because I cant give it to them...but still no option for alliance under treaties and Im friendly with them.

Friendly isn't good enough. 'Close' is what you need.
