In case this gets to be read by the team, I will say this does not just apply to Build Time, but many different stats (if not all) which experience percentage increase / reduction.
As a quick example, a cost reduction of 10% decreases Tier 3 planet exploration from 400 metal to 364 metal instead of 360, and so forth. If the 364 metal were to be considered "100%", 110% of 364 would bring it back to the original cost of 400, so that that must be how it's calculated in game - but this is not a 10% decrease towards the cost as shown on the tooltip. This is the same for other values, e.g. a tooltip effect of -50% will give you an ingame effect of -33.3%, as again 150% of 33.3% equals the tooltips' 50%.
Just some extra info on what I mean to leave no-one guessing, and perhaps to highlight the extent of it all.
