1.60.417998 Military starbases no longer preventing planet invasion?

Do Military starbases no longer prevent planet invasion?  As you can see, there is a military starbase in the system, but I'm still invading and conquering enemy civ planets.

I'm pretty sure it was turned off a few updates ago, at least.
