Please make sure your video drivers are up-to-date. Even if they are current, a full remove and reinstall, would be prudent.
While it's a bit of work, we have found that the free DDU (Display Driver Uninstaller) app to be very effective, and trustworthy, to fully uninstall all current video drivers, related files, and registry entries for both Nvidia and AMD. Again, it's not necessary, but if you want a fully clean video driver install, this is a fine app to do it.

Sometimes a settings change could cause unforeseen issues. To test this, go to:

Rename the settings.ini file to settings.old
Running the game again (should it run at all) will produce a new default settings.ini
