Scout ships not appearing at the start of the game

Fairly simple - I selected the scouts as my starting ship option in the custom civ builder. They never appear at the start. I was hoping this would be fixed in the latest update but it appears not. Anyone else having this issue?

I am looking into this, and it appears to be working fine for me, do you have Crusade? or just the Base game?
