How to get a refund for one

I purchased the new Intrigue expansion. I went through Steam. I thought that I had purchased it already, the first day it was available, and it turns out I was right. Now my memory is not what it used to be, and when I went to steam and couldn't find it, I bought it anyway. Of course, while it was downloading, the e-mail popped up from you fine folks with my key.

Here is my question: How can I get a refund from Steam for this, and if/when it happens, will I be able to download this again using the key I was sent?

I bought the game, downloaded something large, charge shows up on card but now its just saying on steam its in my cart and when i load the game im getting crusade. I bet i have something stupid on my end but just odd it isn't showing me having the game and just having in my steam cart.

 

ill fart around with this and hopefully i just am doing something wrong.

nm had some 2.33 opt in still selected.

 

But since im here is there a resource that goes through all the additions/changes that isn't just a sales line card? Like any changes to ships/tech trees/buildings etc etc?
