[Beta 10] Debt warning for founding early has issues

Two problems with the early found warning:

1. You're not allowed to actually found, even if you click yes. 

2. Clicking yes on the popup causes the game to remain paused. In and of itself, this isn't necessarily a problem, but if the change speed setting isn't on, there isn't any way to continue the game (spacebar and + hotkeys don't work).

thanks - it's fixed but we won't be updating next_version until after Christmas, so no found in D level s of debt, I guess!
