Version download on steam

Hey, 

I entered the code for Beta 4 and downloaded it. Sometime there is no traffic on it so i revert it back to Beta 3, everytime i switch version it look like steam is redownloading a patch.

My question is, does steam really redownload a patch each time i switch version or it simply look like it but instead just install another patch saved on my PC.

For me its a little important as i dont have illimited bandwith :(

If you're toggling opt-in build channels on and off, yes, Steam downloads the different files every time.
