Idle Colony

I have a colony that is full and I can't build anything else on it. I have the Idle Colony button at the bottom and I can't end the turn. How do I get the turn to end?

Either select a project, or in the govern screen set the manufacturing slider to shipyard.

I think you have to select one of the projects that don't involve actually placing something on a tile, like cultural festival, and whatever the research and money equivalents are called.
