[Opt-in 6.1] Starbase Screen Does Not Display Options or Buttons

When I click on Upgrade Starbase button, nothing appears on the Starbase Screen except the background.

I can hear buttons click when I move the cursor around on the right side of the UI and I click.

If I'm lucky, I click in the right spots and get the upgrade to occur.

A reload fixed this for me.

Esc exits the screen.
