There was code laying around from galciv2 about it, and with the new morale and espionage system coming it might be cool to incorporate it...or at least have us test it?

Well I hope if they have a black market it will not be a place to buy things. But they will be selling illegal things without reporting to the government. I probably do this to other factions.
"Give us All your techs or your vice president/emporer gets it!" or
"We want 200bc in used notes,a hovercar to the spaceport and a light cruiser waiting to take us anywhere we want? or we blow the Drengin Ambassador away!"
Something like that?
With space pirates, black markets, rouges from the last war, and espionage things can be very dynamic.
Oh, anyone ever wonder what happened to all the precursor worlds? Some are likely over grown with life now after the all this time and contain many species and artifacts. others have been seen in planetary events, and recently in the tech tree. Might make for a interesting DLC and a detailed story.
