Some thing I just realized that in the Trade Order Era it appears things weren't as peacefull as we were led to believe since instead of direct war against each other instead they used the pirates to wage there wars with each other what do you all think?

Well, we don't know that the pirates were doing their whole attack the highest bidder thing before the war with the Vasari. They probably just got rich on neutral shipping (the small military the Traders had was geared to stopping them), and when the war came around they realized an opportunity to make more money as mercenaries.
