yes you can from the upgrade to the potions in the conclave city

upgrade 1 gives you growth potion

upgrade 2 gives you a healing potion

and I believe the 3rd upgrade gives you the debuff healing potion. You can only make 1 of these per faction. ( upgrade, not only buy one potion)

Is it a building or the Conclave a certain Conclave upgrade?

The structure is the Alchemy Lab. In order to build it, you must have the Alchemist, which is the upgrade of the Apothecary, which is the upgrade of the Herbalist, which can only be built in a Conclave.

Also, in order to build an Alchemy Lab, you must have researched the Arcane Mastery technology. Purchasing the Iru Elixer (the healing potion that can remove champion injuries) costs 250 gold at the shop.

End of Glowing_Ember's quote

There is no indication either in the game or in the XML that the structure is one-per-faction. Nor does it behave like other one-per-faction structure upgrades, as the build menu option updates to remove the icon indicating that the structure can be upgraded to a one-per-faction final version once the one-per-faction upgrade has been built or ordered in another city.

So, basically you need to have a Conclave, research Arcane Mastery, and build:

Herbalist -> Apothecary -> Alchemist -> Alchemy Lab

Alchemists also have a research prerequisite, but I believe that in order to research Arcane Mastery you also need to research the tech which unlocks the Alchemist.

Name of the building is Alchemy Lab Which can be upgraded from Alchemist. They are kind of Conclave buildings like armourer of fortress/ well of town.

You first need to research Arcane mastery to build an Alchemy Lab, and it cost you 100 crystals.

The name of the potion that removes "Injury" is Iru Elixir, and cost is 250 Gold.

it randomly removes one injury so you need a lot of money to completely heal your hero.

one little addition: the conclave needs at least one essence slot, otherwise the "herbalist" line of buildings ends right there (the apothecary and subsequent upgrades are only available for conclaves with essences, which makes sense since their passive bonuses are +mana/+research/+production per essence)
