Question Regarding A Hypothetical Society In-game

I have a question regarding a hypothetical society in-game: say you have an advanced spacefaring, agrarian society (hypothetically), and they, for some reason, colonize a planet, what would (or could) the population represent? I'd imagine farms, plantations or villages, as an agrarian society is one based on agriculture.

Millions of people. That's the only logical and simplest of measures. Having 200 million people isn't too far fartched for 1 single planet.
