I was looking through the textures and ran across this (bottom right):
Is that supposed to be another pirates portrait or....? I have never seen it before in-game

The things on the side of his head resemble the things on the side of the head of the first Vasari guy, but that does not look like a Vasari.
Might be another Pirate. Weird.

this portrait is the one that represents the militia/insurgency.
When you are playing TEC Rebels, and you research Truce Among Rogues, you will see his picture in the notifications window.
I KNEW someone was gonna say that lol...Didn't wanna start that though and it be some silly thing like a pirate portrait I never "changed to"....
Ahh, that explains it. I've only played the rebels once so I probably forgot or missed it. What a weird portrait though...

I've just never been able to see it in-game 'til Rebellion
on another note why do the pirates have a skull of something else that looks like a human vampire? maybe the pirates have seen something or someone that the vasari are so terrified of, and they put it on their insigma?
Pirates suck their enemies dry ... ever see them being all vampiric about your trade ships? They just can't help themselves ... 
I'd hate to break it to you, but the pirates themselves look like that...

Why wear eccentric headgear?
They even have protrusions in their mouth like the fangs in their logo.
also, the logo has looked like that since vanilla. I'm guessing that the hint has something to do with new content in Rebellion.

Did you know that if you play as the pirates in a mod, the pirate face has this strange looking joker-ish face over it? It's white. Really creepy.
