Bi Directional jamming Bug

so firstly i have noticed that the auto cast on this does not work but that is not the bug

 

this tech/ability is for the the versari rebels but in my game as the loyalists i'm seeing it on one of my phase inhibitors. im not sure if one of the techs add this as a side effect or if it was there from the start

Same thing happened with the pirate calling ability of the TEC Rebels; it's been there from the start and is there because the Loyalists and Rebels use the same Phase Inhibitor entity.
