Any way to make the TEC Startbase construct Capital Ships?

I would like to add this ability to the TEC star base please.

You can use the spawn ship ability and simply have it spawn a capital ship. You need to add a delay though, or the ship is going to be spawned instantly, instead of taking time to be built. You also can't have the ability build any capital ship, you have to specify exactly which one, so its a bit of a compromise.
