Still no states visible

I'm having the same problem as Petie Krogol, being that there are no states visible, only some triangles. I have WIN XP and a Geforce card but I can't install service pack 1. Is there another way to solve this problem?

It may be an issue with the language that is installed on the box as well. However the only real solution is to install SP1.
