2 questions...

first, is it a good idea to buy techs from AI? I do but always pay as little as I can.
and
second, im playing a tiny galaxy with rare habitable planets and each player has only 1 or 2 planets. Heres the question, how does their pop. skyrocket with low tech level and when they havent gotten a special event or anything.

Like everything, it's a strategy, and there's a time and place for. Some deals are good, some are bad. It isn't an inherently BAD strategy by any means, and I do it myself, but there are times that I won't take tech from the AI -- specifically, times when I think the cost is too high.

Higher morale/approval rating (they're the same thing) = higher pop growth. Reduce taxes a lot and you'll see a lot of pop growth. Also, there are racial picks at the beginning of the game that can boost population growth, as well as techs that do it (the first tech past Medical Theory gives a pop growth bonus, for instance).

You may just want to stick with the social buildings that raise morale. Lowering taxes could be devestating since raising them back up will make morale lower than it previously was.

Actually, from my understanding, the population increases or decreases until the morale is a certain number. So, raising taxes means a low morale while the population *decreases*, but when it gets to a point, it stabilizes.
