PQ 5 Planets Have Low Population Rate

Is this normal?

I've noticed, on several occaisons, that some planets don't seem to grow very fast. I've actually been paying specific attention lately, and I've discovered that it's pretty simple--any planet of PQ 5 or lower "only" gains 1 million (0.001 billion) people per week, even with my +120% reproduction rate.

It's easy enough to transport more people in (especially with my bonuses in my most recent game), but I've never heard anything about this. Is it normal?

The growth rates for PQ5 and under worlds seem to be normal to me but the population seems to only grow to around 4.6-4.7B on a PQ5 world and 2.6-2.7 on a PQ4 world. Have noticed there seems to be population growth limits for PQ8 and PQ9 worlds too. You can still put in farm tiles and then transport in population.

Personally I just filter off population into transports so that i still get population growth. Get a few transports early from the low PQ worlds while my higher PQ worlds are growing population up to have a good economy.

I wish, instead of automatically changing all tiles needing it, that the Terraformer would just upgrade all planets by, say, 10%, with a minimum of 1 PQ class improvement, because PQ5 and below rarely seem to have any yellow, orange, etc. squares you can make habitable.
