Starbases and upgrading

I can't find in the manual how to add modules

from GalCiv2 Forums
I keep sending Constructors to my Starbases but cannot get them to do anything other than try to build a new starbase. Is there technology I need to research? Is there a counterintuitive button I need to press?

On a somewhat related note, is there a hardcopy tech tree chart? I did not get one in my box when I bought the game.

Send your constructor directly to the starbase you want to upgrade (left click on the constructor, right click on the starbase) and when it reaches it, you will get a list of the available modules.
