Why no Precursor Library?

I've used Ctrl-N a LOT when starting a new game, and occasionally I'll see a Precursor Mine tile (700% to Manufacturing), but I've never seen a Precursor Library, just the Precursor Artifacts (300% to Research). I've seen the Library in the gfx\PlanetBonuses directory. Maybe it's just super rare?

im gonna lean towards they havent put it in for some reason. ive never seen one, but then again have only seen a few of the 700 manu. bonuses too, so it could just be more rare, but i dont think its been implemented yet

I've seen a fair few 700% manu bonuses, perhaps theres a glitch in the code for libraries that causes them not to appear, like the second Loyalty bonus?
EDIT: yeah, it looks like it's there, but I can't read the code in the gc2.xml file. For all I know the code might be saying "Long live mother Russia!"
But yeh, the .png and the basic code are intact by the look of it, probably just ultra-rare.

Just as an opinion; I think a Precursor Library would be so game altering that I can understand if they chose to remove it from the game. 8 research centers on turn 2 would be an amazing leg up early game. Admittedly, 8 manufacturing centers gives a huge leg up as well, but I think it's less impacting than 8 research centers shooting you through the early tech tree.

Yeah having huge amounts of research like that would be horribly unbalancing, it would effect everything where as with manufacturing you only make things faster. Also the bonus's for manufacturing cost you actual money but I hear the research ones don't cost anything more.

At the very least this might be able to be modded in. Unlike the Life Force Resource in GC1, which was removed for being overpowered. Not that I'd like to have the Lab tile in the game...>>; No, I'd prefer the Resource...

From what I can tell of the gc2.xml file, its just a listing of all the files in the directories and their md5 checksums. I'm guessing its for verifying that the game is properly installed, and doesn't actually affect gameplay. None of the other .xml files reference it either, and it doesn't appear in plain text anywhere. I'm guessing its at least partly hard coded and will take a mod or a new version to change it.
