Ships won't Budge

This getting seriously annoying and detremental to my enjoyment of the game.
For no apparent reason my fleets often loose all their movement points for several turns in a row. It makes invasions nigh on impossible, because it can easily take a year to get all your fleets to reach the enemy.
Has ANYONE got any tips/the same problem?
Seriously, I make my ships mostly engines now because I know they only tend to get 1turn of activity to 5 stuck-in-the-mud...
