Problem with "new planet" event

I got my first new planet (the event where the senate votes on who gets the new planet)
I had xeno ethics and was neutral (so all tiles should be available), but they werent on the new planet I got.

Xeno ethics has nothing to do with planet tiles.

Yes, it does if you choose Neutrality.

What does it do exactly? I do forget and I don't have the game with me atm :/ Isn't it something to do with all the tiles are auto terraformed?

so i'm guessing the terraformable tiles on takari's new planet aren't terraformed.

Ahhh...maybe neutral isn't as useless as I thought. I've been going with good or evil so far, evil mostly. Last time I was good I couldn't use any of the special equipment like the subspace rebounder and stuff....so I've been doing evil because everything seems to work.

It makes all tiles that need improvments, already improved. So to speak.
