Upgraded/Obsolete ships failing to behave

I've been having the following issue since my first game:
I design a Constructor and Colony ship on my first turn. As my tech increases I upgrade my designs. I don't always upgrade the ships associated with the designs, but I always upgrade the design. As the turns pass, something gets mucked up. Even though I can goto a planet and in the Build Ship interface show that I am building the sole design I have availabe, the ships that are coming out are of a previous design. In the quick build menu on the colonies screen, however, I don't see one, but many of the designs that have been upgraded in the past; they also show up in the Governor. These designs, as best I can tell, persist regardless of what you do to the game; they appear to be part of the save game. I have tried the following:
-Setting the port production to nothing and then to the sole design
-Using the Colony quick menu to try all stored variants; produced the same old design
-to facilitate this I concatente a single period to the end of the ship description so that I'm sure I'm selecting a different ship
-Creating a new design and giving it the same name, setting all production to nothing via the Governor and then to the new design.
-Deleting all ship design files (from both My Games\GalCiv2\ships and \Metaverse\ships
-can still build these designs using the quick menus, even though the design list is empty
-have destroyed ALL ships that I own, then deleted all of the ship design files to the same effect

If I create a new, unique ship each time from scratch I can build the new ship, but it's just not the same.
-also of note, I cannot use the Governor to have star ports building nothing all switch to a new design, however, if I try to switch it to one of the phantom designs, it will switch some of my starports to it.

This is very annoying. Please let me know what further informationj/files I can provide or testing I can do to help resolve this.

For what it's worth, I've 2GB of ram and the last time I noticed this issue happen, the game was using just a hair under 800MB; so this may or may not be related to the memory leak that has been mentioned in other threads. Next time I start a new game and have a fresh ship list I'll pay closer attention and let y'all know when I notice it again.
