Do you have to "unlock" other civs?

Strange -

I can't seem to use more than 4 races (world=gigantic, scenario=normal).... Also - won't let me click on custom race - or select any race besides the Terrans.

Nothing against the campaign - but prefer to jump into a custom game... do I need to "unlock" the other civs by playing the campaign?

Also -- Is there an external tool I need to use to build a custom race (not concerned at this point about eye candy - just attributes)?

OK.... I kept trying with no luck - but shut down, restarted, and now can choose whomever and how many opponents I please. Must have been an option on the previous page that precluded more than 4 races that I must have missed.

Anyway... non-issue, I guess.
