The best way to avoid wasteful spending is a method I call "growing up together". If you run 100% military to start, until you have all the colony ships you need in the land grab phase, then you run 100% science (spending only what you need to make key early discoveries as quickly as you can manage), you buy time for the latter colony ships to arrive, or at least get closer.
