Open the Epic game launcher. On the left bottom side, you should see settings. Open it. Then scroll down until you see a list of games installed. Open the one for Galactic Civilizations 3. I recall seeing something wrong with approval a few games ago. The approval in the top right corner of the main map said I had like 75% approval, but when I went to check my colonies, they were all 100% (I had a lot of bonuses).
I did some testing with ship modules that increase the speed of a fleet. I found that I could use any combination I wanted and it would all stack. If I used 6 ships that increase fleet speed by 2, then putting them in the same fleet increased their speed by 12. I also could put different tiers of modules on the same ship (put a +2 and a +4 on the same ship). The only limit I saw was that I could only put 1 of each module on the same ship. I just tried the Yor on base game. Even they are not getting free morale. In Crusade (and later), they should be getting 100 points of morale. I know base game works differently than crusade and other DLC. Even the directory used to store files is different. The devs really tried hard to make the game better. Oh. I assumed that they had Kiln of Worlds artifact. I thought they knew you had own the artifact first. No, you can't upgrade artifacts you don't own. Like other planet resources, you can only upgrade what you own.
So wait. You don't even have Crusade installed? That might explain why your screen is a little different, and why you're getting different results. The devs are selling GalCiv 3 packs with Crusade and Retribution last I heard. They want that to be the minimum.
Well, I've did a bunch of quick starts, and in each case I was able to upgrade the planet improvements without needing to research any techs. You do know how to upgrade planet improvements? Double clicking the planet tile is one way. Another way is to look at the list of planet improvements and pick the one that will upgrade the desired planet improvement.
You can research techs to unlock upgrades for artifacts. Try looking under colonization and take the Xeno Artifact Studies route (the bottom route).
Well, the important question is, are you really synthetic? Cause if you're not, it would explain a few things. What DLC do you have installed? If you start a new game as the same civ, do you run into the same problem? Does modifying your civ change the outcome? You probably should first make a copy of the civ. Might come in handy later as you would have something to show the devs. You should be able to find your civ here: \Documents\My Games\GC
You should be able to upgrade the artifact as though it was a planet improvement. Some can be upgraded unlimited amount of times, while others are finite. On the main map, you should have a list of artifacts you control on the right side of the screen. You should be able to click one of those to get more information. More information should appear in the bottom left. If it has 1 or more charges, you can activate the artifact.
How strange. I can't reproduce. Since you're including screen shots, could you go to the planet screen and hover your mouse over approval? You should be getting detailed information of why your morale is so low. I want to see what is affecting your morale.

That doesn't sound right. You should be able to colonize as many planets as you can nab. Even if you had the Intrigue DLC installed, you should still be able to colonize more worlds than you can properly manage. Did a united planets vote vote to block further colonization of the galaxy? The only other thing I can think of is the planets might require special techs to colonize. You should be to hover your mouse over the planet and gain information about the planet.

It gets even worse when you invade planets belonging to synthetic civs such as the Yor. The Yor may increase their population all the to way to the max allowed by the planet quality without needing to use cities. This means that any planets taken from the Yor might see their populations decrease over time unless you quickly build cities to support the population.
Well, this is good to hear. I think that GalCiv 2 is still better than GalCiv 3. Maybe with those guys back, you could improve GalCiv 3, or make GalCiv 4 better.
Yes. In Crusade, normal cities can't be destroyed while silicon cities can be. I don't know why that is the case. I would like to be able to destroy normal cities because the AI sometimes picks some of the worst spots to place them in. Most other planet improvements can be destroyed.

I recall the devs saying that they would still be making updates to GalCiv 2 if it were an easy thing to do. From what I understand, it'll only compile when using a program that only works on Windows XP. These days it means they have to run an emulator to do that, which adds complications.
While I don't know if its possible to get an anomaly to change a ship from one type to another, I would find it very inconvenient. More so if the affected ship was a merc survey ship, or something I paid resources to build. I do recall that it was possible to spawn ships by surveying an anomaly, but I don't think any of the anomalies do that any more, so it might be hard to find an example.
How open are you guys to UI improvements? Its a lot of work to upgrade ships in a fleet, especially a fleet composed of smaller hulls. You have to select them one at a time, give them the order to upgrade, find the ship in a list you want them to upgrade to, repeat until all units are upgrading, then wait until all the upgrading is complete, then select them all again so you can order them to join a fleet. Its quite chore if you have 40 or more tiny hulls in a fleet that need upgra
I recently played 2 games with the Intrigue DLC installed. I did not like. When I had more planets than what my government would allow, I kept getting notified every turn that I should change things. I did not see anything I could do to turn it off. Some governments only work for certain ideologies. It does not say this in the tech tree, so if you see a government you like, be certain to double the government window to check what it requires before getting your hopes up. <br /
