How do ship/componant sizes work?

The table above shows a starting colony ship of hull size 50. The ship contains a colony module, hyperdrive, sensors, and three basicSupport modules.

If I attempt to build this ship, the game lists componant sizes from the second column, and says that I am out of room, and therefore cannot build such a vessel.

How is it that GC2Type.xml lists BasicSupport modules for only three spaces each, but in-game they occupy five? Am I missing something?

No, you are not. The original colony ship, as well as survey ship, cannot be designed as is, when you start the game. They are carried over from GC1 (You know, your starting colony ship and survey ship). Quirk of the game. A few researchs into the game, and you'll be able to build a better vehicle, so its not a major advantage. Just a small gift from the Frog.
